Abstract

Certificate of freedom was recorded on 8 March 1816. [First document] "Pursuant to An Act Concerning Free Negroes, Mulattos, and Vagrants and for Other Purposes passed December 16, 1812" William Hewitt certifies that "Benjamin Pamum, a black man about 24, by trade a shoemaker, has produced sufficient evidence of the legality of his title to freedom. He is, therefore, permitted to reside within the said city." Signed by Wm. Hewitt, Register of the City of Washington. [Second document] "I do hereby certify that I have known the above Benjamin Parnum from infancy, [knew] his mother and grandmother long before he was born and that they as well as himself were born free." Signed by Joseph Forrest, Justice of the Peace.
