Abstract

Certificate of slaves was recorded on 9 September 1816. B. [G.] Hipkins states that he brought from the state of Virginia two Negroes, Sally and Rachel, for his own use and not for sale.

[First document) Certificate of freedom was recorded on 10 September 1816. District of Columbia, Washington Co.: Henry M. Wilson personally appeared before Justice of the Peace David Rapine and swore that Negro Charlotte age about 14 "tall of her age and of a pleasant countenance was brought up part of her time in his father's family and part of her time in his uncle Lancelot Wilson's, and her mother who lived a long time in his father's family was set free by Evan Thomas who lived in the neighborhood of his father's; that no question was ever made or any trouble given to the mother or any of her children about there freedom for the fact of their freedom was notorious in the neighborhood." Signed on 7 September 1816 by Daniel Rapine, J.P. In the left margin of the handwritten Liber was written: "ex[amined] and delivered to Charlotte" [Second document] Certificate of freedom was recorded on IO September 1816. Wilson personally appeared before Justice of the Peace David Rapine and swore that Negro Nat age about 27 is "stout made and about 5' and 2" high, a scar on the side of the right eye and a scar on the back of the left hand was brought up in his father's family and that the mother of Nat lived for a long time in his father's family was set free by Evan Thomas who lived in the neighborhood of his father's; that no question was ever made or any trouble given to the mother or any of her children about there freedom for the fact of their freedom was notorious in the neighborhood." Wilson personally appeared before Justice of the Peace David Rapine and swore that Negro Harry age about 20 is "slender made and about 6' high was born in his father's family and there raised and brought up, that the mother of Harry lived for many years in the neighborhood and was always reputed to be free and that no doubt had ever been entertained to the contrary and that the mother of Harry lived a long time ... [freed] by Evan Thomas who lived in the neighborhood ... and that the mother was one of several set free by Evan Thomas and that the mother or any of her family were ever [ word should probably be never] troubled about their freedom."
