Abstract

Certificate of freedom was recorded on 10 June 1817. Washington Co., District of Columbia: Ann Proctor and Susannah Collins appeared before a Justice of the Peace and swore that they are personally acquainted with Thomas S. Wiseman, a Mulatto age about 23, with a pleasant countenance; that they know him to be free born. They swear they are personally acquainted with his mother and know her to be free born.
