James Black asks that he be allowed to bring "three negro children, who are Slaves, named Bob, Jacob, and Dinah, now residing upon his Farm in Kent County in the State of Maryland" into Delaware. Noting that said children "are Natives of the said County of Newcastle, and were born in the Family of your Petitioner," Black is now "desirous to employ them in his Family in NewCastle County, where he believes their Condition would be meliorated."
