John Cooper states that he is the owner of a three-year-old slave named Aaron, who was born in Maryland and "has resided there ever since." He further reports that he manumitted Aaron's mother Phebe. "Wishing to bring the said Aaron into this State and not being willing to incur the penalty of the laws in such cases," Cooper "prays the General Assembly to pass an act authorizing him to bring into this State the said Negro child Aaron."
