James Miller seeks exemption from a Delaware law to prevent the importation and exportation of slaves and asks permission to transport a slave woman and her child to Worcester County, Maryland. Miller states that he has given Sarah to Ellinor Ann Riley and has given Sarah's child named Rhoda to Rachel Riley. A statement by George Howard, a member of the legislature, states that Miller acquired the slaves through his marriage to the sister of James Riley, father of Ellinor Ann and Rachel Riley. Howard noted that "the wife of James Miller on her death bed requested him to give those Negroes to her brothers afsd children, and that Miller promised so to do" and that "the above children are poor."
