Joseph Hossinger states that he acquired the slave Jacob "by the donation of Samuel Kerr, your Petitioners Brother in Law." Noting that Jacob is at present in Maryland, Hossinger "is desirous of bringing him into this State." He therefore prays that a special law be passed "empowering your Petitioner to bring the said slave Jacob into this state."
