Delaware resident Samuel Hyatt, "in his line of business of pump making," states that he makes "frequent calls into the State of Maryland" and that he is "subject to considerable inconvenience & loss by being deprived of the labour of his aforesaid slave [Moses] while employed in that State." He therefore "prays that your Honorable Body will grant him a Law authorizing him to remove to & from this State into the State of Maryland for the purposes above recited."
