Eighteen citizens, "thoroughly convinced of the impolicy as well as injustice of Negro slavery," note that "our neighbouring sister States, Pennsylvania, New Jersey, and New York" have "passed laws for the gradual extinction of slavery." Of the opinion that such legislation was "wise," the petitioners "earnestly recommend, that a law be passed, fixing a period after which all children born of slaves, shall be free at age 21, 28, or whatever age you, in your wisdom, may deem best."
