John B. Scotton states that "he is the owner of a negro girl slave, named Charlotte, aged about fourteen years now in the State of Maryland." He further represents that "he wishes to bring her into this state for his own use." Scotton therefore prays an act be passed "authorising him to bring the said Slave into this State from the State of Maryland, and hold her as such."
