Lewis McConckin reports that "he has recently removed from the State of Maryland and settled himself permanently in Kent County and State of Delaware." He further states that "he is the lawful owner of two negro children now in the said State of Maryland, and is desirous to remove them and hold them as slaves in this State." The petitioner therefore prays that an act be passed "to empower him to remove and bring into this State the said children and to hold the same as slaves according to the laws here in force."
