Twenty-four Delaware citizens believe "that the Abolitionists of the East intend making our State the Theatre of their action and abusive language, incendiary to the laws of our State, and raising excitements among our citizens subservient of good government, as recent events, in the City of Wilmington and other places fully illustrate." They therefore pray that "some Legislative action be had on the subject, that will abate the evil, and prevent our being overrun by vagrant negroes as well as slaves who are well known to be daily harbouring among us, causing litigation and broils, and without any apparent business or means of support."
