In 1834, William Lowe sent his son, James, to Somerset County in Maryland to live with Clement Beach, the boy's uncle. In 1844, the uncle died and left James Lowe, now seventeen, two slaves: seven-year-old Isaac and nine-year-old Charlotte. As guardian of his minor son, William Lowe seeks exemption from the Delaware law designed to prevent the importation and exportation of slaves and asks permission bring the slaves from Maryland to Delaware.
