Seventy-two residents of North and South Milford in Kent and Sussex counties complain that they are "greatly annoyed by the assemblages of Negroes and others in the streets of said town of Milford after night and on Sabbath days using all manner of profane language yelling and bawling, boxing, wrestling & fighting." They therefore request that a law be passed "to prevent such annoyances" and "to compell the commissioners and other officers to perform their respective duties."
