Bartlet Sims, former sheriff of Monroe County, requests payment of $30 from the legislature for advertising two runaway slaves, Peter and John. Sims had put the slaves in the Monroe County jail, but it was "wholly insufficient to answer the ends of public justice." The jail was so inadequate that the two men "got out and made their escape so that they could not be got."
