Robert Cochran asks the legislature to pass acts of emancipation for two slaves whom Cochran's brother sought to free in his will. Robert Cochran, who is executor of his brother's will, states that Patience and Gloster are mother and son and should be freed because of their "long & faithful Services to both my deceas'd Brother [George Cochran] & myself."
