Robert Rayford represents that he "had a Mullato Servant called Parker Rogers in the service of the United States who acted as a Piper as will appear by the muster Rolls." Rayford admits that he has since sold "his absolute property" but he "conceived himself entitled" to the pay that Rogers was allowed. The petitioner therefore prays "that he be allowed to draw the pay aforementioned, having run the risque of loosing the said servant and the labour of said servant having been applied to the public benefit."
