Abstract

Ezekiel Arrington, husband of "one of the Heirs of Mark Newby deceased," complains that the said Newby "in his lifetime Emancipated Sundry young Negroe Slaves, which was to have Effect as soon as the said Negroes arived to full age, that is to say, males at Twenty one years and the females at Eighteen years of age, to the manifest injury of his heirs." The petitioner contends that said "negroes are Liable to be taken and sold, Contrary to the wish of the said Mark Newby, and not to the advantage of the heirs." He therefore prays that a law be passed "making it Lawfull for the heirs of the said Mark Newby to Claim the said Negroes and hold them as their Proper Personal Estate in the same manner as if the said Negroes had Never been Emancipated."
