Isaac James and William Robertson, executors of the late Charles James, state that their testator's will requested "that his Executors use their utmost endeavours to obtain the emancipation of a certain negroe fellow named Will in consideration of meritorious services." They therefore pray "your Honorable body to pass An Act to emancipate and forever set free the said negroe fellow named Will, and that he may be known & distinguished by the name of William Cooper."
