Even though "the Country has been more than a year in a state of actual warfare," fifty-six citizens of Lenoir County propose that cavalry units be organized on the county level "to keep in check any attempt at invasion ... or to suppress Insurrection." They therefore pray that the legislature enact such measures that would provide "an ample or appropriate provision for the protection of this our beloved State & Country."
