Abstract

Ransom Harriss, the executor of the will of George Mills, seeks to carry out "the tenor and burthen of Said Will" by requesting the emancipation of a twenty-one-year-old slave named Lucy. Harriss points out that his testator desired the said Lucy "to be set free by the Congress" nine years from the date of his will. Asserting that "the time fixed in this Clause being now expired," the petitioner "feels it his Duty to apply to the General Assembly for the emancipation of said negroe Lucy." Harriss believes "that the word Congress as expresd in the Will only means that the said negroe should be freed agreeably to the existing Laws of the Country."

Result: Rejected.
