Charles Dewey seeks to emancipate Tom Mitchell, a twenty-six-year-old enslaved carpenter. Dewey represents that said "Tom is a man of very good character, of quiet & orderly behavior & very humble & respectful in his deportment towards white people." He therefore prays that "he may be liberated & made a free man & known & called as such by the name Tom Mitchell."
