Fifty-seven Rockingham County residents represent "that one Jarrot Bowling who lately died in this County, did by his last will and testament, devise a certain boy Joe belonging to him to be set free." Averring that said Joe is decent "well behaved humble and orderly in his conduct," they pray that he be freed. The petitioners further note that Joe "has a wife and several children whom he is loth to part with" so they "especially pray that he may be allowed to stay in this State."
