Fifty-five residents of Hertford County represent that their county has been exempted from "the ‘bill’ now before the Legislature of N Carolina 'to prohibit the sale of Liquor to free persons of color'." The petitioners "believe the sentiments of the people of said county to be almost unanimously opposed to such exemption." They therefore "do earnestly and sincerely pray your Honourable body to grant us the protection afforded by the bill to the citizens of the counties in the state, Carteret excepted."
