Eleven local residents "pray your Honorable boddy to pass a law authoriseing one Frances Russel a Free mulattoe woman now residing in Grayson County V. A. the rite to remove to Alleghany County N.C. She being the lawful wife of M. V. Russel who lives in Alleghany County." The petitioners cite that, according to an act of the General Assembly, neither of the Russels has the right "to remove across the state line."
