The “Directors & Stockholders" of the Santee Canal Company seek the passage of an act to exempt the "large number of negroes at a very great expence" who are "actually employed in their service on the proposed Canal between Santee & Cooper rivers" from being "compelled under heavy penalties to work on the high roads in the Parishes of St. Stephen's & St. John's."
