Charles Hammond represents that he "purchased a negroe fellow named Isaac" in April 1816 and that the said slave ran away from him "in the latter end of the same month, or the first day of May.” He further states that "he is lately informed that the said negroe fellow Isaac is now in Goal in the County of Surry in the State of Virginia." The petitioner therefore prays that a law be passed "to authorize him to bring the said fellow into this state for his own use."
