Abstract

Charles Hammond represents that he "purchased a negroe fellow named Isaac" in April 1816 and that the said slave ran away from him “in the latter end of the same month or the first of May.” He further states that "he has lately been informed that the fellow Isaac is now in Goal in the County of Surry in the State of Virginia." The petitioner therefore prays that a law be passed "authorising him to bring the said negroe fellow Isaac into this state."
