Edwin Chipman reports that "Judy, a free coloured woman late of the District" died in 1817, "leaving two illegitimate children, namely Trim, who is a Slave, & Isaac Field who is free." Chipman further states that Judy "died possessed of certain personal property, which, by the laws of this State is escheated." The petitioner, who serves as guardian for twenty-five-year-old Isaac, "humbly prays that your honorable body will pass an act to vest in the said Isaac Field the said personal property which was of the said Judy."
