John Sarvis Sr., "being in low circumstances," seeks compensation for his slave, Toney, who was convicted and executed in Horry District "for an attempt to raise an insurrection in the aforesaid District." The petitioner asserts "that all private property, taken for Publick uses, or pubic benefits, should be paid for by the Publick." Sarvis therefore prays that his case be taken into consideration and he be granted "such relief as you in your wisdom shal think best calculated to promote the happiness & growing importance of South Carolina."
