Thomas Wigfall, chairman of the Board of Commissioners of Roads for Saint Andrew's Parish, states that "many slaves who were liable to work" on a portion of the Dorchester Road "have been hired to work upon the rail road & thus removed from working upon the said Dorchester road." He therefore prays that "your honorable body will grant them an appropriation of five hundred dollars, to put that portion of the Dorchester Road ... in complete repair," that segment of road, "from the removal of the said slaves to the rail road, having become unfit to travel."
