Abstract

Four Spartanburg residents represent that "a great many Free Negroes & Couloured persons ... frequently become indebted to diverse persons," who credit "them upon the Faith of their promises of manual labour, that after they become so indebted they refuse to pay said Debts or to work & labour & thereby discharge what they justly owe." The petitioners point out that in said situations the creditors cannot collect the debts because most free persons of color do not own property. They therefore seek legislation "authorizing the Judgment Creditors to levy their Executions on the persons of said Free Negroes or mulatoes & sell them at public sale for the shortest period of time so as to pay of the Executions which may be obtained against them."
