Ninety-three residents of Barnwell District "humbly pray your Honorable Body, together with the House of Representatives, to pass a law for the State of South Carolina, which shall give to the party whose property may be stolen or unlawfully injured by a slave, an action at law against the owner of such slave, for the recovery of the value of the property damaged or stolen, in addition to the punishment of the offending slave now provided by law."
