Seventy-five citizens attest that "Simon Hiot a Free man of Color resides in this county and Deals in Cakes." They further state that "he is Honest Industrious and Well behaved" and "sustains a fair Character but of his Earnings he meets with difficulties in making collections." The petitioners therefore pray "that an Act may be passed Authorizing said Simon Hiot to collect Debts & accounts as Free white persons are authorized by law to collect."
