Joshua Thuman represents that he "is engaged in business by which many persons have open accounts with him, yet so it is some delicacy is felt by magistrates in suffering him to prove the said accounts when rendered necessary by his oath." He therefore prays "your honorable bodies to pass an act for his relief ... making it lawful for Judges Magistrates &c to allow him the privilege as referred to aforesaid."
