Abstract

One hundred eight citizens of Montgomery County declare "that recent occurrences in a sister state tending to show the danger of insurrectionary movements among the slave population have awakened us to a sense of our own situation & to the necessity of guarding ourselves against similar outrages." They submit that they "know of no better method to advance the security of society in this respect than to provide for the appointment of a vigilant patrole, who shall receive such pay as will compensate them for the privation they may undergo, and for the duties they may perform." They further state that “the expense whatever it may be, will fall chiefly on the slave holder who will be willing to incur the tax for the sake of safety.”
