Samuel Seay represents that "he is the owner of a negro man by the name of Peter commonly called Peter Lowry about 27 years of age whom he is desirous the Legislature should emancipate or authorize the County Court of Davidson so to do." Seay states that the said Lowry "has been distinguished for his fidelity and industry" and that "he has always demeaned himself submissively and humbly towards white persons." The petitioner notes that Lowry has "not only accumulated money enough to pay for himself but has also purchased a hack and horses with which he can earn a sufficient support to prevent his ever becoming a charge to the Community." Seay "hopes the premises considered that the Prayer of this Petition be granted."
