One hundred twenty-two citizens from Tipton, Lauderdale, Madison, and Haywood counties "respectfully petition your Honorable body to enact a law allowing compensation, either in whole or in part, out of the state or county Treasury, to the owners of slaves that may be hanged for crimes committed in this State." Purporting that "slaves who are dissatisfied with their homes, frequently commit capital offences with a view to compel their masters to send them from the state," the petitioners believe "that a law with proper restrictions, requiring the state or county to pay the value, or a part of the value of condemned slaves, would answer the ends of justice & prevent in some degree the commission of crime."
