Fifty-two citizens of Bedford County seek compensation for James P. Couch, whose slave, Thomas, was executed for the murder of "a free white woman." Couch owned very little property and "is now left by the hanging of said boy without any help by which to make a living except his own labour." The petitioners "are convinced that it would be very much to the advantage of the said James P Couch that he should receive from the state the value of said boy." They therefore pray "that you will pass such a law as will afford the relief required."
Result: Recommended to be rejected.
