Eighty-eight citizens of McMinn County "respectfully Petition your Honorable Bodies for the enactment of a law which will authorize the payment in some proper way by the State of Tennessee to the owner of any slave or slaves two thirds the cash value of such slave or slaves as may be convicted and capitally punished by and in pursuance of the laws of the State of Tennessee."
