Thomas Hardeman states that he dutifully pays his taxes and asks the Congress to devise a means "to compell all others who does not pay their proportionable part of Tax to do so." Proposing "something that will be plain and easy for every body to understand," Hardeman suggests that first class land be taxed one dollar for each one hundred acres and slaves over age ten and under age sixty should be taxed two dollars.
