Forty-nine residents complain that "no provision is made for the punishment of persons who advise or attempt to induce a slave to leave his master." They add that "we could find no law that would make the crime any higher grade of offence than an ordinary misdemeanor." They point out the "the present law punishing with death the enticing a slave from his master is only applicable to a case where he has actually been enticed out of possession." The petitioners hope that "you are well aware of the insecurity of slave property in this County and will at once perceive the necessity of enacting an appropriate remedy."
