Twenty-nine Galveston County residents respectfully pray "for the passage of a law allowing Betsy, a free negro woman to remain in this State." They state that "Betsy is over 65 years of age, is quiet, orderly and respectful, and has ample means for her support during her life having been set free and provided for by the last will of her late David Webster deceased."
