Sixty-six residents of Hopkins County ask that Wiley S. Ferrell receive relief, "to the extent of half the value of [his] Negro: to wit, for the sum of Five Hundred dollars." A committee report reveals that “Jim the property of Wiley S. Ferrel of Said County which Said Slave was lawfully imprisoned under the charge of a high crime & afterwards taken from the Jail [and] hung unlawfully by sundry citizens."
