Forty-nine inhabitants of Lancaster County complain about the "indiscriminate Tax on Negroes." They propose instead "a Tax of Five pounds on all Titheables," with any deficiency to "be made up by a Tax on all Brick & Stone Hearths belonging to dwelling Houses." They purport that "in the lower part of the Country, where the young Negroes & useless Slaves are equal in number to the Labourers," the rate results in their being "materially injured." The petitioners, "far from wishing such a mitigation of Taxes as will in the most distant manner lend to prejudice the important & glorious cause in which they are engag’d," admit that they "are anxious for such a regulation as will be productive of the most perfect equality & Justice."
Result: Rejected.
