Nathaniel Wilkinson represents that "a man was indicted for a misdemeanor in forging an instrument of writing importing that a certain runaway negroe was a free man, which fact was proved, and that he had said he had in the same manner emancipated four other negroes." The petitioner prays that amendments be made to the existing acts in order to "more Effectually Secure the Slave property in this Country."
