Henry Lawrence represents "that a very valuable young Negro man, the property of your petitioner, was, in the Month of March in the year 1795, committed to the Gaol of Hanover County as a runaway, in which said Gaol, during such Commitment, he was burnt to death when the same was consumed by Fire." The petitioner "therefore relies upon the Justice of the General Assembly, that, as his property was destroyed, while confined by the Authority of the Law, it will be by them deemed reasonable and proper that a Compensation should be made him by the Publick adequate to the Value of such property."
