Stewart Gloucester, a free man of color freed by his late owner, John Clarke, for "meritorious services" asks the legislature to allow him and his free wife, Nancy, to remain in Virginia. Nancy had also been freed by John Clarke. "Your petitioner respectfully states that he has uniformly conducted himself peacefully honestly and industriously," states Stewart Gloucester. He is therefore "encouraged to hope from his Character and the utility of his trade that your Honorable body will permit him and his wife Nancy by law to remain within the state." Gloucester is a farmer.
