Billy, Moses, London, and George, free men of color, represent that the late John Bull Sr., by his last will and testament, "manumitted liberated and set free your petitioners ... giving to each a legacy of Twenty Dollars." They further state that they "are advised that by the Laws of this commonwealth they will not be permitted to reside within this state unless by an express act of your humane and honourable body which your petitioners humbly request you to enact."
