Michael Smith, a free man of color, "prays for a temporary residence in your state." He recounts that he was emancipated in 1826 and that "shortly after which time, he purchased a slave woman, to whom, about two years previously he was married." Smith reports that he purchased his wife for $350, "one hundred of which he paid in hand, one hundred will be due in April 1829 and the balance to be paid in anual payments of fifty dollars." Lamenting that he "is not permited to remove [his wife] out of the state until the whole of the purchase money be paid," the petitioner therefore requests he be granted "permission to remain in the state until April 1832, the period when the last payment on said purchase will be due."
